Given that Wonkette nor the NYT actually sourced the quote, I've been looking for it. On the 25th Rohrabacher, as part of the House Foreign Affairs committee, held a hearing titled "UN Climate Talks and Power Politics: It’s Not about the Temperature". You can guess pretty clearly from the title what his agenda is all about.

Given that two of the "expert" witness was from the denialism machine - AEI and the German Marshall Fund - one should have expected such stupidity from Rohrabacher.

The question of the net effect of forests on carbon dioxide in the atmosphere is a little complicated because forests are not just trees. There's a lot of other stuff going on, including a lot of CO2-producing decay in many older forests.

The idea that cutting down old forests (which are often thought to be close to carbon-neutral although that's debatable) and replacing them with fast-growing young trees would help soak up CO2 has often been used over the last couple of decades to defend logging of old-growth forests. At some point a forest ought to reach a rough equilibrium where it just won't soak up any more net CO2. However, if this condition exists it would very much be the exception rather than the rule as few forests have been free of major disturbances from either natural or human causes for the hundreds and hundreds of years it would take for most forest types to have a chance to get to this point.

In addition, much of the biomass of a forest (maybe around half including roots) is in the form of stuff other than commercially-usable wood. Cutting down an old forest and taking out the useful wood will result in the other roughly half of the stored biomass turning into CO2 over a couple of decades due to decay and perhaps fire. Then it takes more decades for the new forest to gear up enough to be taking in a lot of CO2, let alone take back in all the CO2 emitted after the forest was cut down. The result is a net output of CO2 for a long time, even if the original forest had little net annual growth prior to being cut.
